How the TCAP Works with Schools
The success of the Sayra and Neil Meyerhoff Center for Families, Children and the Courts Tackling Chronic Absenteeism (TCAP) depends on effective collaboration with participating schools. TCAP staff work closely with a TCAP School Team, which may include the principal, vice principal, attendance monitor, Individualized Education Program (IEP) coordinator, and/or the school’s homeless liaison, among others. The school’s contact person serves as the primary liaison with the TCAP, attends weekly TCAP activities and manages TCAP logistics throughout each session. The TCAP School Team stays in close contact with teachers of TCAP students, who provide weekly reports regarding students’ classroom experiences throughout the TCAP session. Teachers and the TCAP School Team offer positive reinforcement to students to reward improved attendance and academic performance.
TCAP sessions operate for 10 weeks for elementary students and 12–14 weeks for middle/high school students, with sessions in both Fall and Spring. The TCAP School Team selects 20–25 students to participate in each session. An early intervention model, the TCAP targets students with 5–30 unexcused absences and/or tardies in the two marking periods before the start of the TCAP, in the belief that these students still have academic, social and emotional connections to the school. The TCAP is also a preventive program, aiming to identify and address the root causes of truancy, and the program actively links children and their families with needed social services and other supports in an effort to keep children in school.
The TCAP operates in schools with the aim to improve and strengthen the students’ and their parents’/caregivers’ connection to the schools. A key goal is to build relationships that keep students and their parents/caregivers engaged and involved with their schools even after the TCAP session has ended.
