Elena Fowlkes is the Assistant Director of the University of Baltimore School of Law Low-Income Taxpayer Clinic, and is responsible for assisting with the supervision of law students in federal and state tax controversy litigation and administrative appeals. In addition, she created, with the collaboration of the Maryland Comptroller, a course addressing Maryland substantive and procedural tax law in the first course of its kind in Maryland.
She is admitted to practice in Maryland, U.S. Tax Court, the U.S. District Court for the District of Maryland and the Fourth Circuit Court of Appeals.
Prior to coming to the University of Baltimore, Elena was a Hearing Officer with the Comptroller of Maryland’s Compliance Division in Baltimore, Maryland, where she adjudicated tax appeals involving Maryland tax assessments and refund denials.
