Professor Harris is the Distinguished Attorney-in-Residence at the University of Baltimore School of Law. From 1990-2004, he served as the Public Defender of the State of Maryland, where he oversaw a staff of more than 500 lawyers and more than 1,000 employees. For almost twenty years prior to that, he directly represented thousands of clients as a public defender, and was widely recognized as one of the best trial lawyers in Maryland.
